States and non-state actors should endeavour to prevent corruption with
regard to tenure rights. States should do so particularly through consultation
and participation, rule of law, transparency and accountability. States
should adopt and enforce anti-corruption measures including applying
checks and balances, limiting the arbitrary use of power, addressing
conflicts of interest and adopting clear rules and regulations. States
should provide for the administrative and/or judicial review of decisions
of implementing agencies. Staff working on the administration of tenure
should be held accountable for their actions. They should be provided with
the means of conducting their duties effectively. They should be protected
against interference in their duties and from retaliation for reporting acts
of corruption |

Every child accused or found guilty of having infringed penal law shall have the right to special treatment in a manner consistent with the child’s sense of dignity and worth and which reinforces the child’s respect for human rights and fundamental freedoms of others

Every individual shall have the right to have his cause heard. This comprises:
The right to an appeal to competent national organs against acts of violating his fundamental rights as recognized and guaranteed by conventions, laws, regulations and customs in force;
The right to be presumed innocent until proved guilty by a competent court or tribunal;
The right to defence, including the right to be defended by counsel of his choice;
The right to be tried within a reasonable time by an impartial court or tribunal.
No one may be condemned for an act or omission which did not constitute a legally punishable offence at the time it was committed. No penalty may be inflicted for an offence for which no provision was made at the time it was committed. Punishment is personal and can be imposed only on the offender.
